In 2015 bilateral donors and multilateral funds provided over €358 million in grants for technical cooperation, grant investments, risk-sharing facilities, performance fees and concessional financing. This helps to extend the range and depth of the Bank’s impact in the region.
A - E
Albania
Albania is the latest country of operations to become a donor, contributing a total of €36 million in non-TC grant funding for first-loss risk cover as part of the €100-million Albanian Agribusiness Support Facility. This facility was approved in 2015 to promote and enhance access to finance for agribusinesses in Albania.
Armenia
In 2015 Armenia signed a €1 million contribution agreement to the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund and paid the first instalment of €100,000 to the Fund. The first EBRD project with co-financing with E5P for street lighting in Yerevan was signed in 2015.

Austria
Austria continues to provide longstanding support for EBRD activities across our region of operations, having made additional funds available in 2015 for projects related to municipal infrastructure and energy efficiency. Austria remains committed to the strategic initiatives of the Bank, such as the Sustainable Resource Initiative (SRI) for which €9 million of existing funds were used during 2015. Moreover, Austria set up a dedicated programme account for delivering resource efficiency investments in the Western Balkans and Turkey, allocating existing and new resources.

Belarus
Belarus is both a donor and a beneficiary of the Northern Dimension Environmental Partnership (NDEP). Based on good progress with investments in wastewater treatment, Belarus pledged another €1 million to NDEP to improve the ecology of the Baltic Sea.
Canada
The government of Canada has been a major donor to the EBRD, contributing a total of €40 million since 1992, mostly for technical cooperation, and providing fully untied funds between 2007 and 2014. Its priorities during that period included poverty alleviation through private sector development, environmental investments and good governance. In recent years Canada has focused on Ukraine and has also participated in multi-donor initiatives such as the Early Transition Countries (ETC) Fund and the European-Western Balkans Joint Fund.
Central European Initiative
The CEI is a regional forum that promotes cooperation among 18 countries in central and eastern Europe. The CEI Fund, which was established in 1992 and has been entirely financed by Italy with €39.5 million, supports transition countries in the process of EU integration. In 2015 the Fund committed €1,675,000 for eleven technical cooperation assignments in the infrastructure, sustainable resources, small business and institutional development sectors. The CEI Fund’s continued support of innovative programmes for energy and resource efficiency, as well as its focus on regional integration and capacity-building, have promoted best practice in energy efficiency and sustainability, particularly in the Western Balkans. The fund’s contribution has been essential in shaping the sustainable energy and sustainable resource initiatives. In 2015 Italy pledged a €2 million replenishment.
Climate Investment Funds
The Climate Investment Funds (CIFs) are financing instruments channelled through multilateral development banks and designed to co-finance low-carbon and climate-resilient development. They include the Clean Technology Fund for climate mitigation in middle-income countries and the Strategic Climate Fund for building climate resilience, investments in forestry and renewable energy investments in low-income countries. The EBRD has been involved in the development of the CIFs since 2007 and established the EBRD CIF Special Fund in 2009. The CIFs mobilise large-scale donor resources and allow us to combine technical assistance, grants and concessional loans. We currently access these resources for projects in Armenia, Kazakhstan, Tajikistan, Turkey, Ukraine and the countries of the southern and eastern Mediterranean region. Projects cover sustainable energy solutions such as district heating, energy efficiency, renewables, waste processing, resilience measures for large-scale hydropower plants, and funding for climate resilience through financial institutions. In 2015 the EBRD received US$ 35.2million through the CIFs.

Czech Republic
In 2015 the Czech Republic approved financing totalling about €6.6 million for assignments, including a €2 million allocation to the Sustainable Resource Initiative Policy Dialogue Framework to support sustainable energy and municipal water projects. It continued to engage with the Western Balkans Investment Framework (WBIF), and also with the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund, to which it became a contributor in 2013.
Denmark
Denmark continues to promote agricultural sector development through its Rural Private Sector Development Programme for Ukraine. The Programme is expected to support the strengthening of grain warehouse receipt systems and pre-harvest financing instruments in the country. Denmark also continued to engage with the Eastern Europe Energy Efficiency and Environment Partnership (E5P), to which it became a contributor in 2013, and in 2014 joined the newly-established Ukraine Stabilisation and Sustainable Growth Multi-Donor Account, providing €600,000.
Eastern Europe Energy Efficiency and Environment Partnership Fund
The E5P Fund is a multi-donor fund managed by the EBRD to facilitate municipal investments in energy efficiency and environmental projects. It aims to reduce greenhouse gas emissions in the Eastern Partnership countries. Since 2010, the Fund has been operating successfully in Ukraine extending grants, now over €80 million, to support district heating and energy saving investments across the country. Based on pledges of over €60 million, in 2015 the E5P commenced operations in Armenia, Georgia and Moldova. First projects for district heating, energy efficiency in public buildings and solid waste management have been approved for these new E5P countries. Donors pledging their support are the European Union (the largest contributor with €78 million), Armenia, Czech Republic, Denmark, Estonia, Finland, Georgia, Germany, Iceland, Ireland, Latvia, Lithuania, Moldova, Norway, Poland, Romania, Slovak Republic, Sweden, Ukraine and the United States.
Estonia
Estonia remains a supporter of the Eastern Europe Energy Efficiency and Environment Partnership Fund and in 2015 provided €40,000 for projects in Moldova and €30,000 for projects in Georgia.
European Union
The European Union (EU) is our largest single donor, having contributed around 36 per cent of donor funding over the last five years in support of EBRD activities across all countries where we work. In 2015 the EU made available €179.3 million – half of the total EBRD donor funding last year. Funding channels include the Instrument for Pre-Accession Assistance (IPA) for Turkey and the Western Balkans, the European Neighbourhood Instrument for countries on the eastern and southern edge of Europe and the Development Cooperation Instrument which finances EBRD projects in Central Asia. EBRD projects in EU member states have also benefited from funding through the Structural and Cohesion Funds. In addition to accessing EU funding on a bilateral basis, the EBRD is an active participant in the regional blending facilities, which combine grants with investments from European financial institutions. The Neighbourhood Investment Facility (NIF) is currently the largest blending facility for the EBRD, covering Eastern Partnership countries and the southern and eastern Mediterranean (SEMED) region. The NIF provides grant resources for projects in the transport, energy, financial, social and environmental sectors.
Since the establishment of the Facility in 2008, the EU has made €1.5 billion available from their budget, with member states contributing an additional €82 million. So far over €1.4 billion of NIF funding has been approved for projects, helping mobilise investments of over €20 billion. The EBRD and the NIF have signed €380 million, complementing approximately €7 billion of EBRD resources. We have been strongly supported in areas such as energy efficiency, transport, and SME development.
In 2015 we received a total of €140 million from the NIF, with projects including Small Business Support across the EU’s Eastern Partnership countries and the SEMED region, financing technologies to combat climate change in Ukraine and an SME finance and advice facility in Armenia. The establishment of a Deep and Comprehensive Free Trade Area (DCFTA) with Georgia, Ukraine and Moldova is an increasing focus in the EU’s Eastern Neighbourhood. We received approval for a project that will support the implementation of the DCFTA, which will be funded in 2016.
The EU is also the largest contributor to the Eastern Europe Energy Efficiency and Environment Partnership (E5P). In 2015 the EU signed contribution agreements amounting to €39.15 million to support the E5P Fund’s activities in Armenia, Georgia and Moldova.
The Investment Facility for Central Asia (IFCA) is a key partner in supporting EBRD activities in Central Asia. It covers Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan, and is aimed at promoting investments in the energy, small and medium-sized enterprise (SME) and social sectors. Since 2010 the IFCA and EBRD have had a very strong partnership, signing 13 agreements worth €68 million and approving in total more than €100 million for projects. These grants are used to support our investments across the region, mostly in the municipal infrastructure, SME and energy efficiency sectors.
Established in 2009, the Western Balkans Investment Framework (WBIF) provides technical assistance, grant co-financing and other grant-funded instruments to build sustainable growth in the region. It pools resources from the EU, partner financial institutions including the EBRD, and 19 bilateral donors for investments in the transport, energy, environment and social sectors, and in private-sector development. Overall, our activities have benefited from €154.7 million since the WBIF’s inception.
By end-2015, 217 technical assistance grants amounting to approximately €370 million were approved, leveraging over €3.7 billion in signed loans. We have received just under 30 per cent of the overall portfolio for 61 assignments and two regional initiatives: the Regional Energy Efficiency Programme and the Enterprise Development and Innovation Facility. Funds have been predominantly mobilised for project preparation.
However, under the New Instrument for Pre-Accession Assistance II – 2014–20, the emphasis will be on expediting the implementation of priority investment projects. In 2015, the EU contributed €144.9 million for investment grants in energy and transport projects which improve links between the Western Balkans countries. Two projects are led by the EBRD, mobilising €50.5 million in investment grants for the interconnection of FYR Macedonian and Albanian power networks and the Kosovo-Serbia rail interconnection.
In 2015, the EU and the EBRD signed their first agreement under the AIF. The AIF contributes €9.26 million to support economic diversification by providing access to finance for SMEs in Mongolia.

Finland
Finland mainly participates in multi-donor funds, including the Northern Dimension Environmental Partnership (NDEP) Fund, Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund, EBRD Water Fund and European Western Balkans Joint Fund. In 2015, it replenished the Early Transition Countries Fund with €300,000 and the Southern and Eastern Mediterranean Multi-Donor Account with €1.5 million. Bilaterally, Finland contributed €785,000 in support of district heating in Kazakhstan.

France
France became a donor to the EBRD in 1991. Since then it has provided funding to projects across a wide range of countries and sectors. In 2015, France extended financing for technical cooperation in support of two operations: the modernisation of Khujand International Airport in Tajikistan and a rail track renewal programme along Corridor X in FYR Macedonia. France also contributes to multi-donor accounts for Ukraine and the southern and eastern Mediterranean region.
Georgia
In 2015 Georgia increased its contribution to the Eastern Europe Energy Efficiency and Environment Partnership Fund by €200,000. Georgia is both a donor and a beneficiary of the fund.
Germany
Germany provides grants to the EBRD through a number of bilateral and multi-donor instruments. It participates in the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account, the Southern and Eastern Mediterranean Multi-Donor Account, the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund, the NDEP Support Fund, the Early Transition Countries Fund, and the European Western Balkans Joint Fund. In 2015 Germany increased contributions to the latter two funds by €500,000 and €1 million, respectively. In 2015 Germany paid €10 million to E5P for projects in Ukraine. In the same period, Germany also approved funding in excess of €800,000 to nine TC projects through a bilateral account of the Federal Ministry for Economic Affairs and Energy. Lastly, Germany maintains bilateral accounts of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety.

Global Environment Facility
The Global Environment Facility (GEF) was established in 1991 to promote environmental and sustainable development and to cover the incremental costs associated with introducing global environmental benefits to local and regional projects. The GEF provides grants for projects in the following areas: biodiversity, climate change mitigation and adaptation, international waters, land degradation, the ozone layer and persistent organic pollutants. The EBRD, as one of the GEF implementing agencies, has been receiving funding for technical cooperation and grant co-financing activities as well as for non-grant instruments for over 12 years. In 2014 the EBRD established a special fund for the GEF to deploy a wider range of financial instruments. These include non-grant and concessional products, as well as with widening the GEF’s portfolio to other areas such as management of water infrastructure and the reduction of water-and land-based pollution. In 2015 we received US$ 24.2 million from the GEF.
Greece
Greece contributes to, and actively participates in, the Western Balkans Investment Framework (WBIF). The country contributed €500,000 to the WBIF through the European-Western Balkans Joint Fund in 2011. In 2013 it hosted the WBIF Steering Committee in Athens.
Italy
Italy is a longstanding EBRD partner and one of the largest bilateral donors of grant funds. Its contributions have underpinned the growth of small and medium-sized businesses in the Balkans and of the southern and eastern Mediterranean (SEMED) region and Turkey. Italy is also participating in financing investments under the Enterprise Expansion Fund (ENEF) component of the Western Balkans Enterprise Development and Innovation Facility. The country contributed to several multi-donor funds, including the European Western Balkans Joint Fund and the SEMED Multi Donor Account. In 2015 Italy was the first donor to pledge €1.5 million for the Bank’s Small Business Impact Fund and joined the Ukraine Stabilisation and Sustainable Growth Account by pledging €0.5 million. During the year, these resources supported, among other projects, Albania’s Investment Council, commercial law judicial training in Montenegro and a public procurement master’s programme. Italy is also the only donor to the Central European Initiative (CEI) Fund, to which it pledged €2 million in 2015, bringing its total contribution to the CEI Fund to €39.5 million.

Japan
Japan remains a strong supporter of EBRD technical cooperation (TC) activities, funding a wide range of projects such as improving local utility services, SME development and the EBRD’s Sustainable Resource Initiative. In addition to contributing to the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account, Japan is supporting Ukraine by helping raise awareness and mitigate the risks of African swine fever, improving the metro system in Kharkiv and financing the EBRD’s Ukraine Sustainable Energy Lending Facility. Japan is also financing a feasibility study on solid waste management in Ulaanbaatar, Mongolia, and one on electricity distribution in Kyzylorda, Kazakhstan.
Kazakhstan
In 2013 the government of Kazakhstan made €6 million available to EBRD technical cooperation (TC) funding for policy dialogue objectives in Kazakhstan with a focus on infrastructure regulation and tariff policy development, green economy, energy efficiency and agriculture-related projects. The funding had co-financing arrangements with the EBRD Shareholder Special Fund until the end of 2015. Also last year, the government replenished its TC account providing further €11.5 million funding under the Enhanced Partnership Framework Arrangement. In addition, it provided funding to the Women in Business Programme (€7.5 million equivalent of $8.2 million) and Business Advisory Services (€22.2 million) in Kazakhstan.

Korea
Korea continues to support EBRD activities through its bilateral fund and multi-donor channel mainly through the Early Transition Countries (ETC) Fund. In 2015, Korea acted as the Chair of the ETC Fund Assembly of Contributors. Strategically, Korea is closely engaged with the development of small and medium-sized enterprises, the development of local currency and capital markets, climate change and green growth initiatives as well as legal transition, policy advisory and economic inclusion. In 2015, Korea supported a number of projects as well as making additional replenishments to its bilateral fund (€2.8 million) and to the ETC Fund (€800,000).

Latvia

Lithuania
Lithuania remains a supporter of the Eastern Europe Energy Efficiency and Environment Partnership Fund, having paid €105,000 for activities in Armenia, Georgia and Moldova.
Luxembourg
Luxembourg is a strong supporter of legal transition and policy dialogue programmes. More generally, it contributes to financial sector development, EBRD Small Business Support projects, gender equality, social inclusion, agribusiness and energy and environmental sustainability. In 2015 the country replenished its Luxembourg-ODA Technical Co-operation Fund by €1.4 million and continued to support the ETC Fund with an additional €250,000. Luxembourg also provided over €2 million for legal transition and €1.5 million for Women in Business programmes from 2014 to 2017 in the Western Balkans.

Middle East and North Africa Transition Fund
The Middle East and North Africa (MENA) Transition Fund, set up under the Deauville Partnership, is a broad-based partnership providing technical cooperation grants. These grants help transition economies in the MENA region strengthen their governance as well as their social and economic institutions by developing and implementing reforms over which countries can retain control. In 2015, the fund approved US$ 2.6 million for an EBRD-led assignment that will allow Jordanian authorities to establish a National Center for Innovation. The Fund also supports other EBRD projects in Jordan and Egypt.
Moldova
Moldova contributed € 325,000 to the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund in 2015. The EBRD project for Balti District Heating will receive funding from the E5P.
The Netherlands
In 2014 the Netherlands was the first donor to commit financially to the new Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA), providing over €2 million. It is also a contributor to the Early Transition Countries Fund and Southern and Eastern Mediterranean Multi-Donor Account. Its contribution to the Trade Facilitation Programme window of the Financial Intermediary Investment Special Fund has been terminated. In 2015, the Netherlands supported the Innovation for Agribusiness pilot, which aims to support agribusiness innovation and development by linking pioneering research and investment in the context of our operations in the region.

Northern Dimension Environmental Partnership Support Fund
The Northern Dimension Environmental Partnership (NDEP) Support Fund was established in 2002 to pool grant contributions for the improvement of the environment in the Northern Dimension Area, in particular north-western Russia and recently in Belarus. Contributors to the Fund are the European Union and 12 countries: Belarus, Belgium, Canada, Denmark, Finland, France, Germany, the Netherlands, Norway, Russia, Sweden and the United Kingdom. The Fund is managed by the EBRD and stands at over €348.2 million, with the EU and Russia being the largest contributors. Activities in Russia are split between nuclear safety and environmental projects.
Norway
Norway was the EBRD’s first donor and avidly supports many of our multi-donor funds, including the EBRD Water Fund, Early Transition Countries Fund, European Western Balkans Joint Fund, Northern Dimension Environmental Partnership Support Fund and Southern and Eastern Mediterranean Multi-Donor Account. In 2015, it replenished the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund and the Early Transition Countries Fund with €1 million each. Bilaterally, Norway has continued to back energy, environment and financial sector projects in the Western Balkans, allocating approximately €180,000 to new assignments in 2015.

Poland
Poland became a donor to the EBRD in 2005, providing support for technical cooperation in the Western Balkans. In 2015, Poland became a donor to the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account, to which it contributed €500,000. Poland also participates in the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund.

Portugal
Portugal continues to support municipal infrastructure and transport projects across countries where the EBRD works, the most recent being the Belgrade Bus Renewal programme in Serbia. In addition, Portugal welcomes the Bank’s work in the southern and eastern Mediterranean (SEMED) region.
Private sector donors
Private sector donors have made small but significant contributions to the EBRD’s work over the years, totalling more than €75 million. These have largely focused on the natural resources and financial sectors.
Romania
In 2015 Romania became a donor to the Eastern Europe Energy Efficiency and Environment Partnership Fund, contributing €40,000 for projects in Moldova.

Russia
In 2011 EBRD shareholders allocated €20 million from the Bank’s net income to enable a quick start for operations in the southern and eastern Mediterranean (SEMED) countries. Alongside donor funding, these resources provide vital support for technical cooperation activities in the region. Nearly 40 assignments totalling €14.1 million have been funded by the account.

Slovak Republic
In 2015 the Slovak Republic approved financing totalling about €3.1 million for assignments, including €1 million each to the Sustainable Resource Initiative Policy Dialogue Framework and the Municipal and Environmental Infrastructure TC Framework Facility. It also participates in two multi-donor funds including the Western Balkans Investment Framework and the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund. For the Slovak Republic it is particularly important to develop the potential for energy efficiency in the region, which will contribute to energy security and economic competitiveness.
Spain
Spain continues to support EBRD activities and initiatives and welcomes the Bank’s work in the southern and eastern Mediterranean (SEMED) region. In 2015 Spain concentrated its financing efforts on projects in the municipal and environmental infrastructure and energy efficiency sectors, across the EBRD region, for technical cooperation assignments. In addition, Spain allocated about €10 million for both technical cooperation (TC) and non-technical cooperation for the EBRD integrated carbon programmes in the SEMED region and an additional €1 million to extend its TC support to the Slovakia Sustainable Energy Finance Facility.
Special Climate Change Fund
The Special Climate Change Fund is a trust fund for assignments in climate change adaptation and resilience, covering water efficiency, water management audits, climate-smart agriculture and weather-based insurance. It is mandated by the United Nations Framework Convention on Climate Change and managed within the Global Environment Facility. The EBRD is an implementing agency of the Fund and has received grant resources totalling €8.3 million for water efficiency projects in the Kyrgyz Republic and Tajikistan, for the climate resilience of ports in Morocco and to support the introduction of new adaptation technologies under the Finance and Technology Transfer Centre for Climate Change programme. These funds help to increase our operations in climate change adaptation, which have included 123 investments worth €800 million since 2011.
Sweden
Sweden, through the Swedish International Development Cooperation Agency, remains one of the largest bilateral donors. Its key priorities are the development of municipal and environmental infrastructure, especially wastewater treatment, solid waste management, energy efficiency and district heating. It champions reduced carbon emissions, sustainable use of natural resources, institutional reforms, sustainability of services, and transition and social inclusion. Regionally, its bilateral funding focuses on Belarus, Georgia, Moldova, and Ukraine as well as the Western Balkans. It also remains an important supporter of multi-donor funds such as the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund, the Early Transition Countries Fund, Northern Dimension Environmental Partnership Support Fund, Southern and Eastern Mediterranean Multi-Donor Account and, most recently, the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account. In 2015 Sweden provided a total of €10.6 million to a mix of multilateral and bilateral funds, including a contribution of €2.25 million for the E5P Fund of which Sweden remains one of the principal backers. It funded the Ukraine Residential Energy Efficiency Financing Facility (UREEFF). The UREEFF seeks to facilitate small-scale investments for private households and condominiums to offset rising energy tariffs and to help improve the country’s energy security. Sweden has also supported the small and medium-sized enterprise sector by helping improve access to finance for women entrepreneurs and is the main funder of the Women in Business programmes in its priority countries.

Switzerland
The Swiss State Secretariat for Economic Affairs (SECO) is one of the EBRD’s largest bilateral donors, with a cumulative volume of grants in the amount of €166 million provided for technical cooperation, investment grant co-financing, risk-sharing and guarantees. Effective cooperation between the institutions is underpinned by the cooperation framework identifying priority areas of mutual interest and implementation arrangements. SECO’s sectoral priorities include infrastructure, enterprise and financial sector development, climate change mitigation through energy efficiency and renewable energy initiatives, and sustainable use of natural resources. Priority regions for Swiss financial assistance include the early transition countries, the southern and eastern Mediterranean region, the Western Balkans and Ukraine. In recent years, SECO has provided substantial support for municipal and environmental projects in Central Asia. In 2015, the State Secretariat provided contributions of €7.3 million for technical cooperation and investment grants focusing on critical water-supply and wastewater management improvements in the city of Naryn, in the Kyrgyz Republic. It also supported a priority investment programme aimed at enabling efficient solid waste management and creating a landfill compliant with EU regulations, for the city of Khorog in Tajikistan.

Taipei China
Taipei China is a longstanding EBRD donor, providing technical cooperation (TC) funding and investment co-financing resources. Taiwanese donor support is especially directed towards information technology areas of the knowledge economy, business advice to small and medium-sized enterprises, EBRD Women in Business programmes, as well as projects in sustainable resource management and intelligent transport systems. Grant-based assistance through the TaiwanBusiness-EBRD Cooperation Fund and various multi-donor TC accounts has benefited all our countries of operations and stands at some US$ 39 million. In 2015 the TaiwanBusiness-EBRD Technical Cooperation Fund was replenished with US$ 1.75 million and the Early Transition Countries Fund (to which it was a founding contributor) with US$ 250,000. TaiwanICDF (International Cooperation and Development Fund) is cooperating with the EBRD in green energy investments and lending to micro, small and medium-sized enterprises (MSMEs) through investment co-financing and concessional financing. In 2015, the Bank and TaiwanICDF signed a US$ 15 million contribution agreement to co-finance loans to small and medium-sized enterprises in the agribusiness sector.

Turkey
Turkey contributes to the Women in Business programme which was launched in the country in 2014. Co-financed by the European Union, the programme supports micro, small and medium-sized enterprises owned and managed by women through improved access to finance and advisory services. The EU has committed €32.3 million and Turkey is contributing a further €5.7 million.
Ukraine
Ukraine is both a contributor and a beneficiary of the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund. In 2015 Ukraine paid a €2 million instalment, raising its overall stake in E5P to €10 million.
United Kingdom
The United Kingdom is closely engaged with our activities. It was among the very first donors to contribute to the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account, demonstrating its support for the country’s anti-corruption reform agenda. It also supports the EBRD’s work in the southern and eastern Mediterranean region (SEMED) by contributing grant resources to the SEMED Multi-Donor Account. It has provided valuable backing to our work in the early transition countries, including the Kyrgyz Republic and Tajikistan, and supported climate change mitigation and adaptation activities through the Sustainable Energy Initiative. In 2015, the UK government and the Bank signed an agreement of cooperation on the Bank’s Investment Climate and Governance Initiative. Resources of up to £2.6 million will provide important support to improve the investment climate and governance in Bosnia and Herzegovina, Georgia, Moldova, Serbia and Ukraine.

United States of America
The United States of America – through the US Department of State, the US Department of the Treasury and the US Agency for International Development – is one of the major technical cooperation and investment contributors to the work of the EBRD. Key areas of support comprise development of small and medium-sized enterprises, modernisation of infrastructure and the expansion of the financial sector. Most recently, financial support from the US underpinned our Small Business Support programmes in the Kyrgyz Republic, Tajikistan and Ukraine. The US contributes to several multi-donor funds, including the Ukraine Stabilisation and Sustainable Growth Account and has continued its strong backing of the Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund. In 2015 it contributed to the Fund with a new instalment worth US$ 1.5 million for projects in Ukraine and provided a further contribution of US$ 350,000 for activities in Georgia, bringing its total to E5P to US$ 7.85 million.
